When my son was younger (11 to 15) we used use STARGRUNT II with his horde of army men by the simple expedient of doubling the ranges …..worked quite well and taught him the system .
My own collection of Army Men is designed for a semi-fantasy Imagi-nations project. The rule set I use is my own, loosely (very loosely) modelled upon 'Panzer Marsch!' Some of the gunnery mechanics are my own invention.
